Dr. David H. Howard is a licensed psychologist with more than three decades of experience in clinical and forensic psychology. He earned his Master of Arts and Doctor of Psychology degrees from the Rosemead School of Professional Psychology in La Mirada, California. He is licensed to practice in California, Mississippi, and Tennessee, and is an active PsyPact participant authorized to provide telepsychology services across PsyPact member states.
Dr. Howard has maintained an active forensic practice since 1997, providing court-ordered evaluations and expert consultation across a broad range of criminal matters. He has served the Superior Court of California in Alameda, Contra Costa, and San Francisco Counties, and has been retained as a privately engaged expert by attorneys, federal and state public defender offices, and district attorney offices in California, Tennessee, and Mississippi. His criminal forensic work encompasses competency to stand trial, mental state at the time of offense (NGRI), juvenile transfer to adult court, and mitigating factors in sentencing – including capital cases.
In 2017, Dr. Howard was recruited by the United States Department of Justice (DOJ) and the Executive Office for Immigration Review (EOIR) to conduct court-ordered evaluations regarding the competency of immigration respondents to proceed pro se in federal immigration court — a specialized and nationally limited area of forensic practice. Since 2012, he has provided forensic consultation to immigration attorneys and their clients in matters involving competency, removal defense, hardship, asylum, VAWA, and U-visa petitions.
Dr. Howard is also credentialed by the Department of Veterans Affairs as a contract provider of Compensation and Pension (C&P) examinations, having performed an estimated 7,000 or more such examinations since 2014. He has been qualified by courts as an expert witness in clinical psychology, competency to stand trial and to proceed pro se, not guilty by reason of insanity, capacity and writ of habeas corpus, and juvenile transfer, among other matters.
